1971, serving as the Chief for the Chula Vista Police Department
since 1992. Chief Emerson leads a department of 340 dedicated individuals,
who together work to provide a safe and secure community for the
200,000 residents of the City of Chula Vista.
As the leader of this organization, Chief Emerson has made a firm
commitment to strive to be a model law enforcement agency ensuring
a safe community for all residents, visitors and businesses through
proactive policing. To this end, Chief Emerson has worked to foster
an atmosphere that encourages innovative thinking. Over the past ten
years the department has added a School Resource Officer Program,
a Research and Development Unit, a Community Outreach Unit and implemented
the Tough on Crime Program in an effort to effectively meet the needs
of a rapidly growing community.
Chief
Emerson values the support the department receives from the residents
of Chula Vista and works diligently to maintain an open relationship
with the community. Chief Emerson welcomes community feedback and
works to address the community's concerns.
He currently serves as the President of the San Diego County Chiefs'
and Sheriff's Association, whose members are the heads of the federal,
state and local law enforcement agencies in this county. He is also
the President of the Chula Vista Police Activities League.
Chief Emerson earned a Bachelor's Degree from California State University,
Los Angeles in Criminal Justice and a Master's Degree from Cal Poly
Pomona.
